The entry-level pay has been recommended to be raised to Rs 18,000 per month, from the current Rs 7,000, while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from the current Rs 90,000.

नई दिल्ली. मोदी सरकार की कैबिनेट ने बुधवार को सेवन्थ पे कमीशन की सिफारिशों को मंजूरी दे दी। मिनिमम पे 23% तक बढ़ाने को मंजूरी दी है, जो कमीशन की सिफारिशों में शामिल थी। क्या थीं सिफारिशें...
- पे कमीशन ने इम्प्लॉइज के लिए कम से कम 18,000 रुपए और ज्यादा से ज्यादा 2,25,000 रुपए (कैबिनेट सेक्रेटरी और इस लेवल के अफसर के लिए 2,50,000 रुपए) मंथली सैलरी की सिफारिश की थी।
- पीके सिन्हा की अगुआई वाली सेक्रेटरीज की कमेटी ने पे कमीशन की सिफारिशों से भी 18 से 30% ज्यादा सैलरी तय करने की बात कही थी।
- यानी 18,000 की जगह करीब 27,000 और 2, 25,000 की जगह 3, 25,000 रुपए सैलरी करने का प्रपोजल दिया था।
- इम्प्लॉइज को अगस्त महीने से एरियर के साथ सैलरी दिए जाने की उम्मीद है।
सरकारी खजाने पर कितना पड़ेगा बोझ?
- कमीशन ने सैलरी, पेंशन और अलाउंस मिलाकर कुल 23.55% की बढ़ोत्तरी की सिफारिश की। इसे कैबिनेट ने मंजूर कर दिया है।
- इससे केंद्र पर 1.02 लाख करोड़ रुपए का बोझ आएगा जो कुल जीडीपी का 0.7% है।
- 39100 करोड़ रुपए सैलरी, 29300 करोड़ रुपए अलाउंस और 33700 करोड़ रुपए पेंशन पर खर्च होंगे।
- आम बजट पर 73650 करोड़ रुपए और रेलवे बजट पर 28450 करोड़ रुपए का बोझ आएगा।
70 साल में सबसे कम इजाफे की सिफारिश
- पैनल ने बेसिक सैलरी में 14.27% से 16% इजाफा करने की सिफारिश की है। यह 70 साल में सबसे कम बढ़ोत्तरी की सिफारिश हैं। 6th पे कमीशन में 20% सैलरी बढ़ाने की सिफारिश की गर्इ थी।
क्या हैं कमीशन की अहम सिफारिशें?
- केंद्र के इम्प्लॉइज की बेसिक पे 16% और अलाउंस 67% तक बढ़ाने की बात कही गई है। टोटल सैलरी 23.5% बढ़ाई जाए। पेंशन में एवरेज 24% की बढ़ोत्तरी हो।
- मिनिमम बेसिक पे 7 हजार से बढ़कर 18 हजार रुपए किया जाए। सैलरी में सालाना 3% इन्क्रीमेंट हो।
- केंद्र के सभी इम्प्लॉइज के लिए भी वन रैंक-वन पेंशन हो। इसके दायरे में 10 साल पहले रिटायर हुए इम्प्लॉइज भी होंगे।
- ग्रैच्युटी की लिमिट 10 से बढ़ाकर 20 लाख रुपए। जब भी डीए 50% बढ़ेगा, ग्रैच्युटी लिमिट 25% बढ़ेगी।
- सैलरी तय करने के लिए पे बैंड और ग्रेड पे का सिस्टम खत्म।
- 56 तरह के अलाउंस खत्म किए जाएं, सभी को एक जैसी पेंशन।
- पैरा मिलिट्री फोर्स के लिए भी शहीद का दर्जा। मिलिट्री सर्विस पे दोगुना होगा। यह सिर्फ आर्मी पर लागू होगा। बाकी पर नहीं।
क्या है सेवन्थ पे कमीशन?
- कमीशन के चेयरमैन अशोक कुमार माथुर हैं। उन्होंने कुछ महीने पहले फाइनेंस मिनिस्टर जेटली को सिफारिशें सौंपी थीं।
- यह कमीशन यूपीए सरकार ने फरवरी 2014 में बनाया था। इसे 18 महीने में रिपोर्ट सौंपनी थी। लेकिन इसका टर्म अगस्त 2015 में चार महीने के लिए बढ़ा दिया गया था।
- कमीशन के सुझावों को सरकार को 1 जनवरी, 2016 से लागू करना है। लिहाजा, एरियर मिल सकता है।
- इन सिफारिशों का 50 लाख इम्प्लॉइज और 58 लाख पेंशनर्श को फायदा मिलेगा।

7th Pay Commission: Cabinet likely to take up report on June 29
“The committee very recently had their last meeting. They have taken a final decision. Now, we are waiting for the minutes of the meeting. We will soon draft a cabinet note based on the report,” Lavasa told reporters.
The government had in January set up a panel headed by Cabinet Secretary P K Sinha to process the recommendations of the Seventh Pay Commission, which will change the remuneration of 47 lakh central government employees and 52 lakh pensioners.
The Seventh Pay Commission, which submitted its report in November, had recommended an overall 23.6 per cent increase in salaries and pension of central government employees.
Even though the government did not explicitly specify an amount for Pay Commission provisioning in the Union Budget for 2016-17, it had said that an interim allocation for various ministries was made in the Budget. If the Pay Commission’s recommendations are accepted, the total expenditure of the government on salaries and pensions is expected to increase by Rs 1.02 lakh crore in a financial year, including Rs 28,450 crore provisioned in the Railway Budget.

आयोग की सिफारिशें लागू होने से अकेले केंद्र सरकार के खजाने पर करीब एक लाख करोड़ रुपए का अतिरिक्त बोझ पड़ेगा। कर्मचारियों के वेतन में औसतन 23.55 फीसद और पेंशन में चौबीस प्रतिशत इजाफा होगा।
पिछले सत्तावन बरस में सरकारी मुलाजिमों का वेतन 225 गुना बढ़ गया है। 1959 में दूसरा वेतन आयोग आया था, जिसमें न्यूनतम वेतन अस्सी रुपए था। अगर पिछले छह दशक की महंगाई पर नजर डालें तो वार्षिक वेतन वृद्धि दस प्रतिशत ही बैठती है।
सातवें वेतन आयोग के अध्यक्ष सुप्रीम कोर्ट के सेवानिवृत्त न्यायाधीश एके माथुर ने इस बार कई भत्तों को मिला दिया है। न्यूनतम वेतन 18000 रुपए और अधिकतम 2.50 लाख रुपए (कैबिनेट सचिव, तीनों सेना प्रमुख और सीएजी) तय किया गया है
सातवें वेतन आयोग ने न्यूनतम वेतन (18000 रुपए) तय करते समय प्रतिमाह 9218 रुपए भोजन और कपड़ों और 2033 रुपए विवाह, मनोरंजन और तीज-त्योहार के लिए तय किए हैं।
सातवें वेतन आयोग की सिफारिशें लागू होने के बाद भारत सरकार में चतुर्थ श्रेणी के कर्मचारी का वेतन (भत्ते जोड़ कर) करीब 25000 रुपए हो जाएगा। ऐसे में सरकारी नौकरियों के लिए मारामारी और बढ़ेगी।
सरकारी मुलाजिमों के लिए पहले वेतन आयोग की रिपोर्ट स्वतंत्रता से पूर्व 1947 में आ गई थी। इसमें न्यूनतम वेतन पचपन रुपए तय किया गया और सिफारिशें 1946 से लागू हुर्इं। उसके बाद छह वेतन आयोग आ चुके हैं।
हर दस साल बाद आने वाले वेतन आयोग में न्यूनतम वेतन वृद्धि अमूमन ढाई से चार गुना के बीच रहती है। चौथे आयोग से बढ़ोतरी का आंकड़ा लगातार तीन गुना से ऊपर चल रहा था, जो इस बार घट कर 2.57 गुना पर आ गया है।

7th CPC: परफॉर्म न करने वालों की सालाना सैलरी न बढ़ाने की सिफारिश, ‘परफॉर्मेंस रिलेटेड पे’ हो सकता है लागू
पैनल ने कहा, ‘यह एक आम सोच है कि वेतन में इजाफा या पद में तरक्की वक्त के साथ होने वाली चीज है। आयोग को लगता है कि जिन कर्मचारियों की परफॉर्मेंस तयशुदा मानकों के हिसाब से नहीं हैं, उन्हें सालाना वेतन बढ़ोत्तरी पाने का हक नहीं है। इसलिए आयोग इस बात का प्रस्ताव रखता है कि जो कर्मचारी मानकों के हिसाब से परफॉर्म न करें उनकी सालाना वेतन वृद्धि रोकी जाए।’ यह नाकाबिल कर्मचारियों के लिए एक बाधक के तौर पर काम करेगा। हालांकि, यह एक दंड नहीं है, इसलिए अनुशासनात्मक मामलों में वेतन वृद्धि रोकने जैसे नियम लागू नहीं होंगे। सरकार के पास आयोग की रिपोर्ट में कहा गया है कि दाखिल वेतन बढ़ोत्तरी को योग्यता के पैमाने की तरह देखा जाए।

7th CPC: No annual increment for non-performing Central govt employees
The Commission has also recommended introduction of the Performance Related Pay (PRP) for all categories of central government employees.
The panel said, “There is a widespread perception that increments as well as upward movement in the hierarchy happen as a matter of course. The perception is that grant of Modified Assured Career Progression (MACP), although subject to the employee attaining the laid down threshold of performance, is taken for granted.”
“This Commission believes that employees who do not meet the laid down performance criterion should not be allowed to earn future annual increments. The Commission is therefore proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service. This will act as a deterrent for complacent and inefficient employees. However, since this is not a penalty, the norms for penal action in disciplinary cases involving withholding increments will not be applicable in such cases. This will be treated as an efficiency bar,” it said in the report submitted to the government.

The government would also wait for the next bi-monthly RBI Monetary Policy (of the outgoing RBI Governor) which may most likely see interest rates remain intact. The implementation of 7th Pay Commission recommendations could adversely impact the economy as it would increase burden on state exchequer by Rs 1,00,000 crores. The government would keenly observe the next bi-monthly RBI Monetary Policy as even a slight hike may have major impact on fiscal health.
Following Brexit, Indian financial markets on Friday witnessed a 4 per cent fall in a key equity index and a sharp drop in the rupee’s value to 68 a dollar. It resulted in the erosion of nearly Rs 4 lakh crore from the investors’ wealth held in stocks. Currently, Indian economy is going through a tough and crucial times. Any kind of haste in implementing the 7th Pay Commission would have adverse impact on market.

7th Pay Commission: PMO asks Cabinet Secretary to examine report on salary hike of central government employees
The government especially the Finance Ministry will soon revise the 7th Pay Commission’s pay structures to reflect higher pay scales of government employees. According to a source, quoted by a newspaper, the panel is likely to increase salary higher than the previous pay commissions.A source within Finance Ministry reportedly said that, “the proposal will be placed before the cabinet for nod after the Finance Minister’s review”.
There are possibilities that the secretaries committee will won’t be able to hand over the proposal to Finance Minister this month as they want two more meetings to make final decision to overcome the difficulties.
The Pay Commission headed by Justice A K Mathur proposed minimum pay hike of 30 per cent and the fitment factor is likely to be raised to around 2.7, up from 2.57 as recommended by the commission.
Around 47 lakh central government employees are eagerly waiting for their salary hike along with the 52 lakh pensioners who are expecting a significant increase in their monthly pensions. The panel suggest that everyone’s salary should be ‘automatically’ increased when the minimum pay is increased.
It has been earlier reported that the central government employees will get bonus as well as arrears ahead of coming festive season Dussehra, according to the pay scales of 7th Pay Commission, they confirmed.

Government Doctors Meet Arun Jaitley, Demand Review Of 7th Pay Commission Recommendations
Representatives of the Federation of Resident Doctors Association (FORDA) and JACSDO (Joint Action Council of Service Doctor Organisation) met Mr Jaitley on Monday and put forward their demands saying, the recommendations are "discriminating to doctors".
"The Minister listened to our issues patiently and attentively. He was appraised especially for NPA issue. He showed his concern about our salary being relatively reduced by 7 CPC.
"He assured us that our representation is being directed to Secretary Expenditure for re-evaluation. He also assured, if any concern still remains pending in the matter of NPA (and other issues), it shall be scrutinised and considered by forthcoming 'Anomalies Committee' which shall be appointed hereafter," said FORDA in a statement issued on Tuesday.
FORDA and JACSDO have strongly been opposing the recommendations of the 7th Pay Commission and have written to the Prime Minister and Health Minister.
"When the 7th CPC was constituted we doctors were very hopeful that our demands will be looked after, which is increasing Non-Practising Allowance (NPA) to 40 per cent from existent 25 per cent, instead it has been reduced to 20 per cent.
"The basic pay and NPA were merged together while calculating House Rental Allowance (HRA) earlier, but this has now been omitted and HRA will be calculated only with basic pay resulting in less than the desired salary," said FORDA President Dr Pankaj Solanki.
The doctor's body also demanded uniform pay scales, night shift allowances which currently exists for nursing staff in government hospitals and the formulation of a uniform central residency scheme for the resident doctors of India.
FORDA is an umbrella organisation of 15,000 resident doctors across 41 government hospitals in the capital.
JACSDO represents 11 organised and unorganised Central Health Services (CHS), Indian Railway Medical Services (IRMS), Indian Ordinance Health Services (IOHS), MCD, NDMC, Delhi administration and ESIC.

New Delhi: It's good news for central government employees eagerly waiting for the implementation of 7th Pay Commission.
The implementation of 7th Pay Commission appears to be a matter of a few days now. As per Dainik Jagran report, the Cabinet Secretary met the PMO officials on Wednesday and apprised them about the secretaries panel's recommendations on the salary and allowances hike recommended for central government employees.
The secretaries panel reviewing the 7th pay commission's recommendations have submitted its report to the Finance Ministry. The Finance Ministry will prepare a note and present it before the Cabinet in the next 15 days.
With the threat of strike by central government employees looming large, the Cabinet is expected to take a prompt decision on the recommendations resulting in notification.
The salary hikes recommended are expected to apply from July.
