जानें कैसे मिलेंगी सांतवें वेतन आयोग में सरकारी कर्मियों को छुट्टियां
नई दिल्ली। बुधवार को केंद्र की मोदी सरकार ने केंद्रीय कर्मचारियों को सांतवें वेतन आयोग की गुड न्यूज दी। करीब एक करोड़ लोगों को इस नए सांतवें वेतन आयोग से फायदा मिलेगा साथ की रिटायर हो चुके कर्मियों को भी सरकार की ओर से फायदा दिया जाएगा। पिछले काफी समय से इस वेतन आयोग को लेकर काफी जद्दोजहद का माहौल था।
खैर अब जबकि यह लागू हो चुका है केंद्रीय कर्मियों ने राहत की सांस ली है। इस वेतन आयोग में कई ऐसी बातें हैं जो काफी राहत वाली हैं जैसे छुट्टियों का सिस्टम, कैसे केंद्रीय कर्मियों को छुट्टियां मिलेंगी वगैरह वगैरह। आइए आज आपको इस वेतन आयोग में शामिल ऐसी ही कुछ खास बातों के बारे में बताते हैं।
सबका पे स्केल अलग अलग
इस वेतन आयोग के साथ ही वर्तमान पे बैंड और ग्रेड को खत्म किया गया। नागरिकों, डिफेंस पर्सनल और मिलिट्री नर्सिंग सर्विस से जुड़े लोगों के लिए अब अलग-अलग पे स्केल होगा।सभी मौजूदा स्तरों का ध्यान रखा गया है और सबकी सैलरी अगर बढ़ेगी तो उसमें भी कुछ नियमों का पालन होगा।अब निम्नतम सैलरी प्रति माह 7,000 रुपए से लेकर 18,000 रुपए होगी। नए भर्ती होने क्लास वन ऑफिसर की शुरुआती सैलरी 56,000 रुपए होगी।कई स्तरों पर डीए का जायजा लेने के बाद सरकारी कर्मियों की सैलरी और पेंशन में एक जनवरी 2016 से 14.29 प्रतिशत का इजाफा।सैलरी में इजाफा तीन प्रतिशत की दर से होगा। यह इजाफा कर्मियों की बेसिक पे पर लागू होगा।कैबिनेट ने डिफेंस पे में सुधार किया है। अब इंडेक्स ऑफ रैशनलाइजेश फॉर लेवल 13A ब्रिगेडियर के लिए, लेवल 12A लेफ्टिनेंट कर्नल के लिए और 13 कर्नल के लिए तय किया गया है।इसके बाद आर्मी ऑफिसर की सैलरी को कंबाइंड आर्म्ड पुलिस फोर्सेज यानी सीएपीएफ के स्तर पर लाई गई है।डिफेंस सेक्टर में ग्रेच्युटी को 10 लाख से बढ़ाकर 20 लाख कर दिया गया है। जब कभी भी डीए में 50 प्रतिशत का इजाफा होगा ग्रेच्युटी 25% बढ़ जाएगी।
कैसे मिलेंगी छुट्टियां
हास्पिटल लीव, स्पेशल डिसेब्लिटी लीव और सीक लीव को अब एक साथ कर दिया गया है।इस नए सिस्टम को ‘वर्क रिलेटेड इलनेस एंड इंजरी’ यानी डब्ल्यूआरआईएल नाम दिया गया है।इस दौरान हास्पिटल में रहने पर कर्मी को पूरी सैलरी और एलाउंस दिए जाएंगे।कैबिनेट ने घर बनवाने के लिए लिए जाने वाले एडवांस को बढ़ाकर 7.50 लाख से 25 लाख तक कर दिया है।सरकार ने चार इंट्रेस्ट फ्री एडवांस की व्यवस्था भी शुरू की है।इसमें मेडिकल ट्रीटममेंट, ट्रांसफर के दौरान ट्रैवेल का खर्च, कर्मी के घर में बीमार व्यक्ति के लिए टीए और एलटीसी को बरकरार रखा गया है।बाकी सारे इंट्रेस्ट फ्री भत्तों की व्यवस्था को पूरी तरह से खत्म कर दिया गया है।

7वें वेतन आयोग में उलझे हैं तो इस खबर को जरूर पढ़ें, आपके कुछ प्रश्नों के जवाब यहां हैं
नई दिल्ली: 7वें वेतन आयोग (पे कमिशन) पिछले बुधवार को लागू कर दिया गया है। नरेंद्र मोदी मंत्रिमंडल ने इससे संबंधित एक फैसला लिया और इन सिफारिशों से 1 करोड़ से भी ज्यादा कर्मचारी और पेंशनर लाभान्वित होंगे। इनमें 47 लाख से ज्यादा केंद्रीय कर्मचारी और 53 लाख पेंशनभोगी शामिल हैं, जिनमें से 14 लाख कर्मचारी और 18 लाख पेंशनभोगी
रक्षा बलों से संबंधित हैं। इस वेतन आयोग की रिपोर्ट को 1 जनवरी 2016 से लागू किया गया। जिस कर्मचारी का जितना एरियर बनता है सरकार वह देगी।
वेतन आयोग पर अभी क्या है स्थिति?
रिपोर्ट के लागू होने के बाद करीब 33 लाख कर्मचारियों ने नाखुशी जाहिर करते हुए हड़ताल पर जाने का ऐलान किया था, जो अब 4 महीने के लिए टल गई है। कर्मचारी नेताओं का कहना है कि वह रिपोर्ट से पूरी तरह सहमत नहीं हैं और सरकार के पास न्यूनतम वेतन और पेंशन में बढ़ोतरी से संबंधित दो मांगें रखी हैं।
गतिरोध दूर हुआ? बातचीत अभी जारी है
दोनों ओर से कुछ झुकने के संकेत मिल रहे हैं। सरकार की ओर से न्यूनतम वेतनमान 22-23 हजार रुपये करने की बात कही है, लेकिन कर्मचारी संगठन इस पर तैयार नहीं है... बातचीत अभी जारी है।
इस बीच लोग अभी भी रिपोर्ट में दी हुई बातों को लेकर असमंजस में हैं और उन्हें कुछ मुद्दे साफ नहीं है। अगर सरकार की सिफारिशों और वर्तमान सातवें वेतन आयोग की रिपोर्ट को देखा जाए तो कुछ बातें इस प्रकार हैं...
वेतन और भत्तों में कितनी हुई बढ़ोतरी?
वेतन आयोग की रिपोर्ट के अनुसार बेसिक सैलरी और भत्तों में जो बढ़ोतरी हुई है वह कुछ इस प्रकार है।
बेसिक सैलरी में वृद्धि - 16 प्रतिशत
भत्तों में बढ़ोतरी - 63 फीसदी
सैलरी और भत्तों को मिलाकर कुल बढ़ोतरी - 23.55 प्रतिशत
जहां तक भत्तों की बात है तो कर्मचारियों को सबसे बड़ी खुशखबरी यह है कि एचआरए यानी हाउस रेंट अलाउंस से मिली है। सरकार ने एचआरए में करीब 139 प्रतिशत की बढ़ोतरी की है।
आयोग ने कुल मिलाकर 196 वर्तमान भत्तों पर गौर किया और इन्हें तर्कसंगत बनाने के उद्देश्य से 51 भत्तों को समाप्त करने और 37 भत्तों को समाहित करने की सिफारिश की है जिसे सरकार ने मान लिया है।
पेंशनभोगियों के लिए क्या किया वेतन आयोग ने?
वेतन आयोग की रिपोर्ट और सरकार के फैसले के बाद पेंशनभोगियों के खाते में पहले की तुलना में 24 फीसदी रकम ज्यादा आएगी।
न्यूनतम और अधिकतम वेतनमान सरकार ने कितना किया था फिक्स?
सरकार ने वेतन आयोग की सिफारिश और सुझाव को मानते हुए यह नीतिगत फैसला लिया है कि न्यूनतम और अधिकतम वेतन तय होगा। वर्तमान तय दर के अनुसार यह इस प्रकार है -
न्यूनतम वेतनमान - 18000 रुपये महीना
कर्मचारियों के लिए अधिकतम सैलरी - 2.25 लाख रुपये महीना
कैबिनेट सचिवों के लिए - 2.5 लाख रुपये महीना
न्यूनतम वेतन को 7000 रुपये से बढ़ाकर 18000 रुपये प्रति माह कर दिया गया है। न्यूनतम स्तर पर किसी भी नवनियुक्त कर्मचारी का शुरुआती वेतन अब 18000 रुपये होगा। इसे ही 26 हजार रुपये प्रतिमाह पर ले जाने की बात कर्मचारी संगठन कर रहे हैं।
क्लास वन अधिकारी का न्यूनतम वेतनमान कितना है?
उधर, नवनियुक्त ‘क्लास-1’ अधिकारी का शुरुआती वेतन 56100 रुपये होगा। यह 1:3.12 के संकुचन अनुपात को दर्शाता है, जिससे यह पता चलता है कि सीधी भर्ती वाले किसी भी ‘क्लास I’ अधिकारी का वेतन न्यूनतम स्तर पर नवनियुक्त कर्मचारी के वेतन से तीन गुना अधिक होगा।
हेल्थ इंश्योरेंस स्कीममें कुछ बदलाव हुआ है?
हेल्थ इंश्योरेंस स्कीम को सरकार ने वेतन आयोग के सुझावों के विपरीत स्वीकार किया है। यह योजना पूर्व की भांति यथावत रहेगी। कैबिनेट ने केंद्र सरकार कर्मचारी समूह बीमा योजना (सीजीईजीआईएस) में किए जाने वाले मासिक अंशदान में भारी वृद्धि करने की सिफारिश को भी न मानने का निर्णय लिया है, जैसी कि आयोग ने सिफारिश की थी।
सालाना इंक्रीमेंट कितना होगा?
सरकार ने साफ किया है कि कर्मचारियों को सालाना 3 प्रतिशत की दर से इंक्रीमेंट दिया जाता रहेगा।
मिलिट्री सर्विस पेक्या बदलाव हुआ है?
सेना से जुड़े कर्माचारियों के लिए यह बड़ी खबर है। सरकार ने मिलिट्री सर्विस पे को 15500 रुपये प्रतिमाह तय कर दिया है।
वेतन आयोग पर कुछ अन्य महत्वपूर्ण बातें
वेतन आयोग सिफारिशों के लागू करने पर सरकारी खजाने पर करीब 1.02 लाख करोड़ रुपये का सालाना बोझ आएगा, जिसमें 28,450 करोड़ रुपये से अधिक का बोझ रेलवे बजट और बाकी 73,650 करोड़ रुपये आम बजट पर जाएगा।
वेतन आयोग ने जो वेतन वृद्धि की सिफारिश की है वह पिछले सात दशक में सबसे कम है। लेकिन यह भारत की कुल सकल घरेलू उत्पाद का 0.7 प्रतिशत है।
बता दें कि सरकार हर दस साल में अपने कर्मचारियों के वेतन वृद्धि के लिए आयोग का गठन करती है जिसकी रिपोर्ट के आधार पर सरकार कर्मचारियों के वेतन वृद्धि पर फैसला लेती है।
7वें वेतन आयोग (पे कमिशन) के ऐलान के बाद केन्द्र सरकार के लाखों कर्मचारियों के विरोध का असर अब साफ तौर पर दिखने लगा है। 11 जुलाई को हड़ताल के ऐलान के बाद दबाव में आई केन्द्र सरकार ने सरकारी कर्मचारियों के प्रतिनिधियों की मांगों पर उनके साथ बातचीत शुरू कर दी है।

High Level Committee likely to recommend the increase of minimum salary from Rs 18,000 to Rs 20,000
New Delhi, July 8: Under tremendous pressure from central government workers’ unions, government announced that it would constitute a High Level Committee to study the demands made by the aggrieved employees. The assurance was given by the government to several union representatives who met Finance Minister Arun Jaitley, Home Minister Rajnath Singh and Railway Minister Suresh Prabhu to put forth their demands. Government’s proposal to constitute a panel to look into their demands has satisfied the union leaders as they have decided to defer their proposed strike beginning from July 11, by at least four months.
According to sources, the High Level Committee is likely to increase the minimum salary from Rs 18,000 to Rs 20,000. However, the unions’ have demanded the increase in entry-level salary from current Rs 18,000 to Rs 26,000. Important to note is that the implementation of 7th Pay Commission increased the minimum salary from Rs 7,000 to Rs 18,000.
The High Level Committee will be commissioned on lines of the Empowered Committee of Secretaries which was tasked to review the recommendations of 7th Pay Commission as laid down by the Justice A K Mathur led committee. However, critics claim that either the Finance Ministry rejected the reviews made by the Empowered Committee of Secretaries headed by Cabinet Secretary P K Sinha, or the empowered panel failed to suggest any major changes.
The constitution of High Level Committee was the immediate crisis addressal move by the government, as nearly 33 lakh employees affiliated to National Joint Council of Action (NJCA), including those of Railways, Post, Telegraph and Defence factories had promised to go on strike from July 11.

7th Pay Commission news: Government will increase minimum monthly wage by July 6, says NJCA convenor Shiv Gopal Mishra
The NJCA convenor said, "Our plan of action will be set after July 6. If our demand is fulfilled completely then there is no question of indefinite strike. If it is fulfilled partially, then we have to come up with different strategy".
The Central Government Employee Union leader and General Secretary of National Joint Council of Action (NJCA) Shiv Gopal Mishra is optimist that Narendra Modi will consider their plea of increasing minimum wage after meeting three Union Ministers, Rajnath Singh, Arun Jaitley and Suresh Prabhu on Thursday. Mishra, the convenor of NJCA is not sure whether their demand on 7th Pay Commission (7CPC) will be fulfilled completely or partially but some positive news is expected on July 6.
A day after Narendra Modi government approved the recommendation made by the 7CPC, Mishra and several other union leaders had threatened to call an indefinite strike. On Thursday night at around 11 pm, a delegation led by Mishra met Rajnath Singh at his residence where they held a
meeting for almost two hours. Finance Minister Arun Jaitley and Railway Minister Suresh Prabhu were also present there. After the meeting ended Mishra was assured a review committee will be set up, which will look into the demand made by them leaders after the implementation of 7CPC.
Fit Mom Daily“We are optimist that there will be some hike in minimum wage but not sure whether the government will fulfill our demand of increasing minimum wage to Rs 26,000 per month,” Mishra said to India.com. Looking at the current situation Mishra said that the government is likely to choose a middle-path, which means that the minimum wage could be anywhere between Rs 20,000 to Rs 23,000 The NJCA convenor said, “Our plan of action will be set after July 6. If our demand is fulfilled completely then there is no question of indefinite strike. If it is fulfilled partially, then we have to come up with different strategy”.
The three Union Ministers had assured Mishra and his delegation that they will answer on their demands on July 6, Wednesday. Mishra said we are waiting till July 6, after which we will reveal our next plan of action. NJCA and other union members had threatened to carry out indefinite strike on July 11 if their demand is not fulfilled.
When asked about the burden on Centre for increasing the minimum wage, Mishra said, “After eight years the government has set up (7CPC), during these years minimum wage of government employees were never hiked. Look at the price rise. After all government employees are also human beings”.
The recommendations made by 7CPC was partially implemented on Wednesday, six month after Justice A K Mathur and his team has submitted its final report. The government implemented 23.5 per cent salary hike, after which the minimum wage of central government employee has been increased from Rs 7,000 per month to Rs 18,000.
According to reports, more than 47 lakh government employee had been eagerly waiting for the implementation of 7CPC. Out of 47 lakh central government employee more than 89 per cent fall under the minimum wage category.

HRA Calculation’s needs some more direction
The sentence used in the Cabinet Decision notification on 7th CPC for the Allowance parts needs further clarification. The statement which makes people interpret in different ways is “Till a final decision, all existing Allowances will continue to be paid at the existing rates.”
Usage of word “Existing Rates” can be understood in multiple ways
Use the Old Basic Pay to calculate the HRA percentage (or) Use the revised basic pay as per 7th CPC Matrix and derive the new HRA percentage.

Percentage of HRA in 7th pay commission after cabinet approval
The Pay commission has recommended HRA should be rationalized by using the factor 0.8 which is used for rationalizing the percentage based allowances. The 7th CPC recommended 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively. The Commission also recommended that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent.
The cabinet committee reviewed the recommendations on Allowances and they are not able to give a decision over the Allowances. Hence the Union Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances. And it is said that the Committee will complete its work in a time bound manner and submit its reports within a period of 4 months.
In the press release issued by government said the following
” The Commission examined a total of 196 existing Allowances and, by way of rationalization, recommended abolition of 51 Allowances and subsuming of 37 Allowances. Given the significant changes in the existing provisions for Allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances. The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months. Till a final decision, all existing Allowances will continue to be paid at the existing rates.”
The above press release concluded with a statement of ” Till a final decision, all existing Allowances will continue to be paid at the existing rates”
Since the House Rent Allowance also listed among one of these 196 Allowances, the status HRA is not clear now. The existing rates of HRA is 30%, 20% and 10% for class X, Y and Z respectively. Whether these existing rates of HRA will be paid based on revised pay or pre revised pay..? It needs to be clarified when implementation of 7th pay commission is in process.

नई दिल्ली. 7th पे कमीशन की सिफारिशों को मंजूरी मिलने के बाद 2.50 लाख रुपए की मैक्सिमम सैलरी को लेकर कानूनी अड़चनें सामने आ गई हैं। कैबिनेट सेक्रेटरी और आर्मी चीफ जैसे हाई रैंक अफसरों को मिलने वाली ये बेसिक सैलरी प्रेसिडेंट प्रणब मुखर्जी की बेसिक पे से 1 लाख रुपए ज्यादा हो गई है। जबकि नियम ये है कि किसी भी सरकारी अफसर की बेसिक पे प्रेसिडेंट से ज्यादा नहीं हो सकती। इस मामले में सिर्फ पीएसयू और ऑटोनोमस बॉडी के अफसरों को छूट मिली है। बता दें कि प्रेसिडेंट की मौजूदा बेसिक सैलरी 1.50 लाख रुपए है। ऐसा पहली बार हुआ है कि प्रेसिडेंट से 1 लाख रुपए ज्यादा बेसिक सैलरी कैबिनेट सेक्रेटरी की हो गई है। मोदी, अलग-अलग राज्यों के सीएम-गवर्नर और सांसदों की बेसिक भी 2.50 लाख रुपए की इस मैक्सिमम सैलरी से काफी कम है। मामले को लेकर फाइनेंस सेक्रेटरी

WHAT NEXT
- सरकार के पास इसको सुधारने के अब दो रास्ते हैं।
- पहला:कैबिनेट सेक्रेटरी की सैलरी घटाकर प्रेसिडेंट की बेसिक पे से कम कर दी जाए। हालांकि, ऐसी संभावना कम है।
- दूसरा: प्रेसिडेंट की बेसिक सैलरी बढ़ाकर 2.50 लाख रुपए से ज्यादा कर दी जाए और इसे 1 जनवरी 2016 की बैक डेट से लागू किया जाए।
- सूत्रों के मुताबिक, सरकार जल्द ही नोटिफिकेशन जारी कर प्रेसिडेंट की बेसिक सैलरी को बढ़ाएगी, ताकि कानूनी उलझन से बचा जा सके।
- केंद्र के इम्प्लॉइज को नई सैलरी देने से पहले यह नोटिफिकेशन जारी हो सकता है।
- इस नोटिफिकेशन में प्रेसिडेंट के साथ-साथ पीएम की बेसिक सैलरी में भी बढ़ोत्तरी का एलान किया जा सकता है।
क्या है प्रेसिडेंट की सैलरी का नियम?
- लोकसभा के पूर्व सेक्रटरी जनरल और संविधान विशेषज्ञ सुभाष कश्यप नेdainikbhaskar.comको बताया, "प्रेसिडेंट देश के सर्वोच्च नागरिक हैं। नियम के मुताबिक, किसी भी गवर्नमेंट इम्प्लॉई की बेसिक सैलरी प्रेसिडेंट से ज्यादा नहीं हो सकती है।"
- बता दें कि 7th पे कमीशन ने कैबिनेट सेक्रेटरी, कैग और आर्मी चीफ के बेसिक को 90 हजार से बढ़ाकर 2.50 लाख रुपए कर दिया है। यह प्रेसिडेंट के बेसिक पे से 1 लाख रुपए ज्यादा है।
- इन सभी के ज्वाइनिंग लेटर पर प्रेसिडेंट की तरफ से अप्वाइंटमेंट की बात लिखी होती है। ऐसे अफसरों की बेसिक सैलरी इम्प्लॉयर से ज्यादा नहीं हो सकती है।
- 7th पे कमीशन की रिपोर्ट पर लिखी बुक के संपादक और सुप्रीम कोर्ट के अधिवक्ता विराग गुप्ता ने कहा, 'जिन सरकारी ऑफिसर्स ने नियम के खिलाफ खुद की सैलरी राष्ट्रपति की बेसिक पे से ज्यादा कर ली हो..., उन पर हंसी आती है। क्या उन्हें कानून का ज्ञान नहीं है? पीएम और राज्यों के गवर्नर की सैलरी भी इनसे कम हाे गई। इस पर कड़ी कार्रवाई होनी चाहिए।'
मोदी की सैलरी भी है 90 हजार रुपए कम
- मोदी की मंथली बेसिक सैलरी 1.60 लाख रुपए है, जो अब कैबिनेट सेक्रेटरी को मिलने वाली बेसिक सैलरी से 90 हजार रुपए कम है।
- सांसदों को 1.40 लाख रुपए मंथली सैलरी मिलती है। इसमें 50 हजार रुपए बेसिक, 45-45 हजार रुपए ऑफिस-सेक्रेटरी अलाउंस और चुनाव क्षेत्र के भत्ते शामिल हैं।
- बता दें, सांसद भी अपनी सैलरी दोगुनी करने की मांग कर रहे हैं।
70 साल में सबसे कम बढ़ोत्तरी, हड़ताल की तैयारी में 32 लाख इम्प्लॉई
- 7th पे कमीशन का फायदा सेंट्रल गवर्नमेंट के 47 लाख इम्प्लॉइज और 53 लाख पेंशनर्स को मिलेगा।
- इनमें से 32 लाख यानी 70% सरकार के इस एलान से नाराज हैं। उनका कहना है कि 14% सैलरी बढ़ाई जा रही है जो 70 साल में सबसे कम है।
- इन इम्प्लॉइज के ज्वाइंट काउंसिल एनजेसीए का कहना है, "ये अब तक का सबसे खराब पे कमीशन है। सरकार मिनिमम पे 18 हजार से बढ़ाकर 26 हजार करे। ऐसा नहीं हुआ तो 32 लाख इम्प्लॉई 11 जुलाई से हड़ताल पर जाएंगे।"
